Moving to a new city with a dog

The license you bought before the move belongs to the government that issued it. It does not automatically satisfy the next city. Des Moines is a rare page that talks about a tag from somewhere else. The city clerk says you may bring a current tag from another city, with a current rabies certificate, and the clerk will exchange it for a Des Moines license at no charge. That offer is Des Moines's. Do not assume Boston, Houston, or Seattle will trade a tag for free. Their pages describe their own applications.

Count the days the new page actually gives you. Providence says a dog over four months must be licensed by that age, or within 30 days after the dog is obtained or brought into the city, and that the license year runs April to April under the Rhode Island schedule the city cites. Salt Lake County's licensing page, which lists Salt Lake City among the places it serves, says cats, dogs, and ferrets must be licensed by five months of age or within 30 days of moving into the area or acquiring the pet. Lee County, Florida, says cats, dogs, and ferrets four months or older that live in the county for at least 30 days per year must be vaccinated and licensed. Those three windows are not interchangeable. Read the one for the new address.

Bring paper, not just a story. The pages reviewed for this directory repeatedly ask for a rabies certificate signed or issued by a veterinarian. Boston also asks for proof of spay or neuter when you want the lower fee. Houston wants the rabies certificate, proof of spay or neuter if you claim that status, and proof of a registered microchip. Sacramento asks city residents for rabies proof and explains that a license is not issued for addresses outside the city. If your vaccine was given under another name, Houston and the District of Columbia both warn, in different words, that the name on the record may need to match the applicant. DC Health's dog-licensing page says vaccination records should show the applicant as owner or co-owner, and it explains what to upload for a recently adopted dog.

Learn who the seller is before you stand in the wrong line. In Pennsylvania, the agriculture department says county treasurers sell licenses, except for listed cities that license directly. A move from a Pennsylvania township into Philadelphia is a change of issuer, not just a change of ZIP code. A move from Boston to Worcester is a change from Animal Care and Control's fees to the city clerk's fees. Both cities published their own dollar amounts. A move from Seattle to a King County address still needs a careful reading: Seattle's municipal code section cited on the city shelter page requires licenses for cats, dogs, miniature goats, and potbellied pigs, while King County's code has its own licensing article. Do not pay Seattle if you no longer live in Seattle. Seattle's own instructions include a way to cancel a license because you moved out of the city.

Service animals are not a moving loophole. ADA.gov says state and local governments may require service dogs to be licensed and vaccinated if all dogs must be licensed and vaccinated. It also says they may not require certification of the dog as a service animal, and businesses must waive pet fees that are really deposits for pets. A city license fee is not the same thing as a hotel pet deposit. Some cities do waive the license fee, and they say so. Boston waives it for residents 70 and older who apply by mail or in person, and it publishes license prices of $15 and $30. Worcester waives fees for owners over 70 or for a dog that qualifies as a service dog under the ADA definition the city cites. Des Moines says service animals have no fee with the proof that page lists. If the new city is silent, do not claim a waiver you have not read.

Update the record when the dog's status changes. Several pages ask you to tell them if the dog dies, is rehomed, or you move. Des Moines says renewal letters continue until you notify the clerk. Seattle's license portal has a path to mark a dog deceased or to cancel because you moved. Doing that is part of leaving cleanly, and it stops a late notice for an animal that is no longer yours.
